Suggestion: Put <if> in TopicView>RenderRow for warn

I suggest that in Topic-View > Render Row (skin template), there be an <if> statement for displaying the warn. So by removing the <if>, I can allow anybody to view the warning.

Right now- to allow everybody viewing the warning in topic view, it needs to be adjusted via the hard code.

There is more reason than just "viewing" it that it remains hardcoded. The if in the hardcode controls whether or not all the processing needed to create the warning images is needed to be done or not.
